(1) Any referendum conducted under this chapter shall be held on a statewide basis.
(2) Persons eligible to participate in the referendum shall include all producers engaged in the production of milk products on a commercial basis, who have been issued and possess a valid current producer's permit, or certification, issued by the department.
(3) In the referendum, individuals so eligible for participation shall have one (1) vote per permit or certificate.
