(1) “City,” in chapters 18-22 of this title, refers to any city that may adopt these chapters, and “county” refers to the county in which any such city is located; and

(2) “This charter” refers to chapters 18-22 of this title.

(3) Whenever the “county election commission” is referred to in chapters 18-22 of this title, it means the county election commission of the county in which the territory proposed to be incorporated or the municipality is situated. If the territory proposed to be incorporated or the municipality includes parts of two (2) or more counties, it means the county election commission in each of such counties and they shall act jointly in performing the functions required of county election commissions in chapters 18-22 of this title.
