Local regulations superseded — Applicability to physicians and surgeons

(1) This part shall supersede all county and local regulations concerning tattooing to give uniformity in compliance within this state.
(2) This part does not apply to any physician, surgeon or any person under the supervision of a physician or surgeon who is licensed to practice medicine in this state.
(3) The commissioner shall promulgate rules governing implementation of this chapter.
