RULES

Known as the Student Financial Assistance Act

(a) The Texas Higher Education Coordinating Board may adopt rules necessary to carry out the purposes of this chapter, including any rules necessary to administer federal financial aid or grant programs or provide federal money to institutions of higher education under Title IV of the Higher Education Act of 1965 (20 U.S.C. Section 1070 et seq.) or another federal law or program.

(b) Notwithstanding Section 61.0331, the Texas Higher Education Coordinating Board is not required to use negotiated rulemaking to adopt rules necessary to administer federal financial aid or grant programs or provide federal money to institutions of higher education under Title IV of the Higher Education Act of 1965 (20 U.S.C. Section 1070 et seq.) or another federal law or program.
