(a) The coordinating board shall publish and disseminate general information and rules for the program as provided by Subsection (b) and as otherwise considered appropriate by the board.
(b) The coordinating board shall provide application instructions to:
(1) each school district and each institution of higher education; and
(2) an individual student on request.
