Tex. Gov't Code § 1503.156

AUTHORITY TO ISSUE NOTES AND WARRANTS WITHOUT ELECTION

(a) A municipality may issue notes or warrants in an amount not to exceed $100,000 for the purposes described by this subchapter without an election.

(b) To the extent of a conflict between this section and a municipal charter, this section controls.
