Tex. Gov't Code § 1505.204

AUTHORITY TO ACCEPT LOANS AND GRANTS

For a purpose described by Section 1505.203, a municipality may accept a loan or grant from any source, including:

(1) the United States, a state, or a county; and

(2) an agency of a state or county.
