This subchapter applies only to land in:
(1) Denton, Jack, Montague, Parker, and Wise counties; and
(2) that portion of the Trinity Watershed located in Collin, Cooke, Dallas, Fannin, Grayson, Hunt, Kaufman, Rockwall, Tarrant, or Van Zandt County.
