Tex. Gov't Code § 2308A.012

The agency, coordinating board, and commission jointly shall determine for each county the wage that constitutes a self-sufficient wage for purposes of this chapter. The determination must be based on a common standard that reflects the regionally adjusted minimum employment earnings necessary to meet a family's basic needs while also maintaining self-sufficiency.
