(a) The bank may deny an application for the designation of a readjustment zone only if the bank determines that the nominated area does not satisfy the criteria under Section 2310.101.
(b) The bank shall inform the nominating body of the specific reasons for denial of an application, including denial under Section 2310.107(e).
