(a) The executive director may adopt rules relating to the implementation of any program established under this subchapter and any other rules necessary to accomplish the purposes of this subchapter.

(d) The office shall by rule develop:
(1) procedures for disbursement of money to borrowers and lending partners for access to capital programs; and
(2) documentation and recovery effort requirements of a participating partner for a claim against a reserve account.
