The commission shall make every effort to ensure the integrity of Medicaid. To ensure that integrity, the commission shall:
(1) perform risk assessments of every element of the program and audit the program elements determined to present the greatest risks;
(2) ensure that sufficient oversight is in place for the Medicaid medical transportation program and that a quality review assessment of that program occurs; and
(3) evaluate Medicaid with respect to use of the metrics developed through the Texas Health Steps performance improvement plan to guide changes and improvements to the program.
