The external quality review organization shall periodically conduct studies and surveys to assess the quality of care and satisfaction with health care services provided to recipients who are:
(1) enrolled in the STAR+PLUS Medicaid managed care program; and
(2) eligible to receive health care benefits under both Medicaid and the Medicare program.
