This chapter applies only to:
(1) a county that:
(A) is not served by a hospital district or a public hospital;
(B) has a population of more than 75,000; and
(C) borders or includes a portion of the Sam Rayburn Reservoir; and
(2) a county that has a population of more than 200,000 and less than 233,500.
