Tex. Health & Safety Code § 293C.002

This chapter applies only to a county that:

(1) is not served by a hospital district or a public hospital;

(2) has a population of more than 140,000 and less than 155,000; and

(3) is not adjacent to a county with a population of 1.2 million or more.
