Before approving, disapproving, or modifying a filing described by Section 2151.2041, the commissioner must provide to all interested persons a reasonable opportunity to:
(1) review the filing;
(2) obtain a copy of the filing on payment of any legally required copying cost; and
(3) submit to the commissioner written comments, analyses, or information related to the filing.
