PAYMENT OF EXPENSES; CONVEYANCE POWERS

(a) A public body may incur the entire expense of any public improvement made by the public body in exercising powers under this chapter.
(b) A public body may sell, convey, lease, or make an agreement under this chapter without appraisal, public notice, advertisement, or public bidding.
