EX PARTE COMMUNICATION PROHIBITED

A member of the executive council or board or an employee of the executive council who is assigned to make a decision, a finding of fact, or a conclusion of law in a proceeding pending before the executive council may not directly or indirectly communicate with a party to the proceeding or the party's representative unless notice and an opportunity to participate are given to each party to the proceeding.
