APPEAL OF DEPARTMENT DECISION REFUSING TO ISSUE OR RENEW PERMIT

(a) Venue to appeal a decision of the department refusing to issue or renew a permit is a district court in Travis County.

(b) The appeal shall be by trial de novo.
