A public agency or political subdivision of this state, including the city, may enter into a contract or agreement with the district, on terms agreed to by the parties, for any purpose relating to the district's powers or functions, including a contract or agreement for a water supply. Approval, notice, consent, or an election is not required in connection with the contract or agreement.
