A public agency or political subdivision of this state, including a city, town, or village in the district, may lease, sell, or otherwise convey to the district, for any consideration that the parties agree is adequate, any of its land, improvements, property, plants, lines, or other facilities related to:
(1) the supply of water; or
(2) waste collection, transportation, processing, or disposal.
