(a) The district may acquire from the City of Orange, with the consent of the City of Orange as provided by the city's charter, the city's port properties, lands, assets, liabilities, contracts, improvement plans, money on hand, and facilities acquired by the city for port purposes.
(b) The manner of the acquisition authorized under this section must be determined between the City of Orange's city commission and the board.
