(a) The district may enter into a contract with the United States, the City of Irving, another public body, or an individual, corporation, or other entity for the maintenance or construction of any facility or improvement authorized by this chapter.
(b) The district may enter into a contract under Subsection (a) without:
(1) voting for the issuance of bonds; or
(2) holding an election to approve the contract.
