In this chapter:
(1) "Authority" means the Lower Neches Valley Authority.
(2) "Basins" means the Neches River basin and the adjoining Neches-Trinity coastal basin.
(3) "Board" means the board of directors of the authority.
(4) "Commission" means the Texas Commission on Environmental Quality.
(5) "Director" means a member of the board.
