Tex. Spec. Dist. Local Laws Code § 8512.0321

The authority may enter into and carry out contracts or establish or comply with rules and regulations concerning labor and materials and other related matters in connection with any project the authority considers desirable or as requested by this state, the United States, or any corporation or agency created, designated, or established by this state or the United States, that may assist in financing the project.
