ACQUISITION OF WATER OR WATER RIGHTS

(a) The authority may acquire water appropriation permits or certified filings within or outside the authority directly from the commission or from permit owners.
(b) The authority may purchase water, water supply facilities, or conservation storage capacity from any person.
