(a) The authority may study, correct, and control pollution, including natural, artificial, organic, inorganic, and thermal pollution, of the groundwater and surface water within the San Antonio River Basin.
(b) The authority may not adopt or enforce an ordinance regarding pollution in any county outside the authority's boundaries.
