(a) The district may construct or otherwise acquire all works, plants, and other facilities necessary or useful for the purpose of processing water impounded, developed, or otherwise acquired and transporting it to municipalities and others for municipal, domestic, and industrial purposes.
(b) The district, inside or outside the district, may:
(1) construct or otherwise acquire all works, plants, and other facilities necessary for the purpose of receiving and treating water purchased from others; and
(2) transport the water to municipalities and others for municipal, domestic, and industrial purposes.
