(a) The district may purchase, lease, acquire by gift, maintain, use, and operate property of any kind appropriate for the exercise of the district's functions, including acquiring property by mutual agreement with a navigation district or a drainage district.
(b) The district may acquire permits, licenses, and rights related to the exercise of the district's functions.
