(a) Farm-to-Market Road 528 in the city of Friendswood is designated as the Ralph L. Lowe Parkway.
(b) The department shall design and construct memorial markers indicating the designation as the Ralph L. Lowe Parkway and any other appropriate information.
(c) The department shall erect a marker at each end of the parkway and at appropriate intermediate sites along the parkway.
