A home-rule municipality may:
(1) construct a sidewalk;
(2) provide for the improvement of a sidewalk or the construction of a curb under an ordinance enforced by a penal provision; or
(3) declare a defective sidewalk to be a public nuisance.

A home-rule municipality may:
