Tex. Transp. Code § 367.004

AUTHORITY OF MUNICIPALITY TO ENTER INTO CONTRACTS

For the purpose of taking an action authorized by this subchapter, a municipality may enter into and perform a contract, agreement, or undertaking required by the United States, the United Mexican States, or a department, officer, governmental agency, or public authority of either nation.
