ACCESS TO LIVE OPERATOR REQUIRED

Known as the Public Utility Regulatory Act

(a) A dominant or nondominant telecommunications utility that provides operator service shall ensure that a caller has access to a live operator at the beginning of a live or mechanized operator-assisted call through a method designed to be easily and clearly understandable and accessible to the caller.

(b) A telecommunications utility described by Subsection (a) shall submit to the commission for review the method by which the utility will provide access to a live operator.

(c) This section applies regardless of the method by which the telecommunications utility provides operator service.

(d) This section does not apply to a telephone located in a prison or jail facility.
