As used in this chapter:
(1) "Assisted outpatient treatment" means the same as that term is defined in Section 26B-5-301.
(2) "Crisis worker" means the same as that term is defined in Section 26B-5-610.
(3) "Department" means the Department of Health and Human Services created in Section 26B-1-201.
(4) "Division" means the Division of Integrated Healthcare within the department.
(5) "First responder" means:
(a) a law enforcement officer, as that term is defined in Section 53-13-103;
(b) emergency medical service personnel, as that term is defined in Section 53-2d-101;
(c) an emergency medical technician, as that term is defined in Section 53-2e-101;
(d) an advanced emergency medical technician, as that term is defined in Section 53-2e-101;
(e) a firefighter, as that term is defined in Section 53H-11-306;
(f) a dispatcher, as that term is defined in Section 53-6-102; or
(g) a mobile outreach social worker.
(6) "Local mental health crisis line" means the same as that term is defined in Section 26B-5-610.
(7) "Mental health therapist" means the same as that term is defined in Section 58-60-102.
(8) "Public funds":
(a) means:
(i) federal money received from the department;
(ii) state money appropriated by the Legislature to the department, a county governing body, or a local substance abuse authority for the purposes of providing substance abuse programs or services; and
(iii) state money appropriated by the Legislature to the department, a county governing body, or a local mental health authority for the purposes of providing mental health programs or services; and
(b) includes federal and state money described in Subsection (8)(a):
(i) even after the money has been transferred by:
(A) a local substance abuse authority to a private provider under an annual or otherwise ongoing contract to provide comprehensive substance abuse programs or services for the local substance abuse authority; or
(B) a local mental health authority to a private provider under an annual or otherwise ongoing contract to provide comprehensive mental health programs or services for the local mental health authority; and
(ii) while in the possession of the private provider.
(9) "Statewide mental health crisis line" means the same as that term is defined in Section 26B-5-610.
