Utah Code § 58-11a-302.26

Practice of cosmetology/barbering -- Legacy cosmetology/barbering license -- Qualifications

Enacted by Chapter 64, 2026 General Session; Effective 7/1/2026

(1) Except as provided in Subsection (3), the division may not issue a legacy cosmetology/barbering license after January 1, 2026.

(2) An individual with a legacy cosmetology/barbering license may engage in the practice of cosmetology/barbering, which includes the scope of practice for:

(a) a cosmetology license under Subsection 58-11a-302.13(1); and

(b) a legacy esthetics license under Subsection 58-11a-302.23(2).

(3) The division shall grant a legacy cosmetology/barbering license to an individual who:

(a)

(i) has registered a cosmetology/barbering apprenticeship that meets the requirements of Subsection (4)(a) with the division on or before January 1, 2026; and

(ii) completes the requirements described in Subsection (4)(a); or

(b)

(i) has enrolled and started a cosmetology/barbering program that meets the requirements of Subsection (4)(b) with a licensed school on or before January 1, 2026; and

(ii) completes the requirements described in Subsection (4)(b).

(4)

(a) An individual described in Subsection (3)(a) shall complete at least 2,500 hours of cosmetology/barbering apprenticeship training that is supervised by a licensed cosmetology/barbering instructor who provides one-on-one supervision of the apprentice during the apprenticeship.

(b) An individual described in Subsection (3)(b) shall graduate from a licensed school with a minimum of 1,600 hours or the equivalent number of credit hours.

(5) An individual with a legacy cosmetology/barbering license may apply credit hours to another license or permit under this chapter, as allowed in Subsection 58-11a-302(2).
