Wis. Stat. § 18.17

Full authority

This chapter shall constitute full authority for the accomplishment of all acts authorized in this chapter to be done. No other law restricting the carrying out of such acts shall be construed as applying to proceedings had or acts done pursuant to this chapter. SUBCHAPTER II REVENUE OBLIGATIONS
