The secretary of administration shall transfer from the appropriation account under s. 20.435 (1)
(gm) to the general fund the amount of $735,000 when the secretary of administration determines that program revenues from fees imposed under ss. 254.176 (3)
(e) and (4), 254.178 (2)
(d) and 254.181 are sufficient to make the transfer.
