One copy of the notice or documents required to be distributed under ss. 289.21 to 289.31 shall be mailed to:
(1) The clerk of each affected municipality.
(2) The main public library in each affected municipality.
(3) The applicant if the notice or document is not required to be distributed by the applicant.
