(1) Subject to sub. (1m), the owner of a fleet of 10 or more vehicles that are automobiles or motor trucks with a gross weight of not more than 8,000 pounds or that are a combination of any of the following may upon application register the fleet of vehicles under this section:
(a) Motor trucks with a gross weight of not less than 8,001 pounds nor more than 54,000 pounds.
(b) Truck tractors or road tractors with a gross weight of not less than 4,500 pounds nor more than 54,000 pounds.
(c) Trailers with a gross weight of not more than 80,000 pounds.
