Peer-to-peer car sharing programs — platforms through which a vehicle owner makes a personal vehicle available to other drivers for a period of use — are the subject of this act, which sets out the rights and duties of the program, the owner, and the driver. Its core mechanism is the allocation of motor vehicle liability insurance during the car sharing period: the coverage that must be in force, the exclusions insurers may write into personal auto policies, insurable interest, contribution and indemnification among insurers, and an exemption from vicarious liability for owners and programs.
