• 30 ILCS 525/5The provisions of this Act shall not apply to public utility services
• 30 ILCS 525/6The powers and authority conferred by this Act shall be construed as in addition and supplemental to powers or authority conferred by any other law and nothing in this Act shall be construed as limiting any other powers or authority of any public agency
