Emergency Services Act

This act establishes the framework by which state and local government prepare for, respond to, and coordinate relief from disasters and other emergencies. It creates a state emergency management division charged with maintaining a statewide emergency operations plan and emergency communications networks, authorizes the governor to declare disaster emergencies and local officials to declare local ones, and provides for local and interjurisdictional emergency management offices, planning areas, and a statewide mutual aid system for sharing personnel and resources across jurisdictions. It also supplies the supporting machinery of emergency response — appropriations and authority to accept gifts, grants, and loans; compensation for services and property used in an emergency; and liability immunities, workers' compensation coverage, and pay provisions for emergency responders.
