The Interstate Library Compact Act authorizes a state to enter into a compact with other states so that libraries and library agencies may make cooperative agreements across state lines for shared library services. It provides for execution of the compact, designates a compact administrator and a state library administrative agency to carry it out, and establishes a fund together with rules for how the act's provisions are to be construed. The enactment also builds out the state's own library apparatus — a library commission and library division with a director, the duties of the state librarian, deposit and distribution of state publications, and a graded system of librarian certification with permanent, ranked, and temporary certificates issued on application for a fee, certification being mandatory for libraries that receive public funds.
