In a statute requiring awards of municipal contracts to be made " to the lowest responsible bidder," means more than mere pecuniary ability, and imports that the municipal officers have deliberative and discretionary powers in the selection of a contractor.

A promise " to be responsible " for the contract of another is merely a guaranty, and not a suretyship.
