A promise "to be responsible" for the debt of another is merely a guaranty, and not a suretyship; Bickel v. Auner, 9 Phila. (Pa.) 499; Gilbert v. Henck, 30 Pa. 209. In an act directing municipal officers to award contracts to the lowest responsible bidder, responsible applies not only to pecuniary ability but also to judgment and skill; Interstate Vitrified Brick & P. Co. v. City of Philadelphia, 164 Pa. 477, 30 Atl. 383.
