Controversy

Any issue, whether of a civil or criminal nature; a case, q. v. A dispute arising between two or more persons.' A civil proceeding; as, that the judicial power of the United States shall extend " to Controversies to which the United States shall be a Party; — to Controversies between two or more States," etc.« A controversy between citizens is involved in a suit whenever any property or claim of the parties capable of pecuniary estimation is the subject of litigation, and is presented by pleadings for judicial determination."
