Black's Law Dictionary

adj. Cut or shaved smooth or even; cut in a straight line without indentation. A term anciently applied to a deed, and still used, though with little of its former significance.

A head; an individual person; a register of persons. In the law of elections, a list or register of heads or individuals who may vote in an election; the aggregate of those who actually cast their votes at the election, excluding those who stay away.
