With respect to the conduct of a nation's own citizens upon the high seas, there is no question of international law, but solely of the purport of the municipal law which establishes the duty of the citizen in relation to his own government.

In contradistinction to international law is the system of law proper to any single nation or state. It is the rule or law by which a particular district, community, or nation is governed. 1 Bl. Comm. 44. Municipal law contrasts with international law, in that it is a system of law proper to a single nation, state, or community. In any one state, the municipal law of another state is foreign law. The various provinces of municipal law are characterized according to the subjects with which they respectively treat; as, "criminal or penal law," "civil law," "military law," and the like. "Constitutional law," "commercial law," "parliamentary law," and the like, are departments of the general province of civil law, as distinguished from criminal and military law.
