For purposes of this subsection, the term “total cost” means that amount of the total acquisition costs (including the value of exchanged or donated lands) less the amount of the costs incurred by the Federal Highway Administration and the Florida Department of Transportation, including severance damages paid to private property owners as a result of the construction of Interstate 75.

The term "total cost"—
(i) means all product costs, period costs, and other costs for a good incurred in the territory of one or more USMCA countries; and
(ii) does not include—
(I) profits that are earned by the producer of the good, regardless of whether the costs are retained by the producer or paid out to other persons as dividends; or
(II) taxes paid on those profits, including capital gains taxes.
