A civil right is an enforceable right or privilege, which if interfered with by another gives rise to an action for injury. Examples of civil rights are freedom of speech, press, and assembly; the right to vote; freedom from involuntary servitude; and the right to equality in public places. Discrimination occurs when the civil rights of an individual are denied or interfered with because of their membership in a particular group or class. Statutes have been enacted to prevent discrimination based on race, sex, religion, age, previous condition of servitude, physical limitation, national origin, and in some instances sexual preference. Carrollton is an unincorporated community in Isle of Wight County, Virginia, United States. It encompasses the entire area from the border with Newport News in the James River, east to the border with the city of Suffolk, south to the area of Benn's Church, and west to the border of the town of Smithfield. The seat of Carrollton lies near the intersection of U.S. Routes 17 and 258 and State Route 32 at the Post Office. Carrollton does not include the communities of Battery Park or Rescue. Carrollton is located near the southern end of the James River Bridge, across from Newport News, VA. Carrollton has recently experienced growth as a bedroom community.
